Policies & Procedures

The policies and procedures of the Shasta Regional Transportation Agency are approved by the Agency's board and govern the general activities of SRTA.


Overall Work Program

The Overall Work Program introduces the Agency and provides an overview of the region, with a focus on its transportation goals and objectives, and the actions to achieve those goals and objectives.


Subrecipient Cooperative Agreements 

SRTA uses Sub-recipient Cooperative Agreements (SCAs) when grant funds are passed to local agencies for their use.

Bylaws

In order to provide a framework under which SRTA functions, the SRTA Board of Directors has established the SRTA Bylaws, per the below link. Additionally, the Social Services Transportation Advisory Council (SSTAC), established under the Transportation Development Act (TDA) requirements, also has bylaws governing how it responds to the transit needs of the transit dependent and transit disadvantaged persons, including the elderly, handicapped, and persons of limited means.


Disadvantaged Business Enterprises (DBE)

In accordance with federal regulations, SRTA follows DBE reporting and goal setting requirements in using federal transportation funds.


MOUs, MOAs, and Other Agreements 

SRTA and its transportation planning partners execute Memoranda of Understanding (MOU) and Memoranda of Agreement (MOA) for the conduct of transportation planning and programming, for passing through funding, as well as for the operation of transportation services.  Additionally, the Redding Area Bus Authority (RABA) operates under a Joint Powers Agreement (JPA) among the cities and county of Shasta for the provision of public transit service.
